Lucille Berlinguette-Saumure

Founder & Principal Consultant, LBSA Inc.

Lucille Berlinguette-Saumure is a certified member of the International Association of Accessibility Professionals (IAAP) - CPACC with over 30 years’ experience promoting equity, inclusion, and accessibility. As founder of LBSA Inc., she helps organizations integrate accessibility, offering audits, training, policy development, custom consultations and standards implementation strategies.

Her career began in social work, serving Ottawa’s communities through policy and program leadership. From 2007 to 2024, she managed the City of Ottawa’s Accessibility Office, leading AODA implementation across areas like customer service, web accessibility, employment, built environment, transportation, procurement, and communication. Lucille is known for her collaborative approach, working closely with disability community stakeholders, municipal staff, and advisory committees to remove barriers and promote inclusive design.

Lucille believes that accessibility benefits everyone—and that the full inclusion of persons with disabilities is essential to building a more equitable city, province, country, and world therefore her pursuit to advance accessibility extends far beyond her consultation business.

Lucille serves on the Governing Council and chairs the Policy Community of Practice at the Canadian Accessibility Network (CAN), connecting sectors and advancing national accessibility policies. She received the CAN 2024 Impact Award for her contributions - an honor celebrating individuals who have made a significant difference in advancing accessibility across Canada.

At Accessibility Standards Canada, as Director and Chair of the External Affairs Committee, Lucille plays a pivotal role in shaping the future of accessibility nationwide. Lucille directs external affairs and chairs committees focused on Accessible Canada Act priorities, including employment, built environments, ICT, communication, procurement, program delivery, and transportation.

Her leadership as Chair of the Technical Committee has been particularly influential, steering the development of the nation’s first standard focused on the Design and Delivery of Accessible Services and Programs. Through these positions, Lucille has championed innovative approaches to engagement to ensure standards are rooted in the lived experiences of persons with disabilities.

Lucille is dedicated to ensuring that accessibility is deeply embedded in all facets of Canadian society.

Her ongoing commitment continues to elevate the conversation around inclusive service delivery, setting benchmarks that will guide organizations across the country in creating environments where everyone can fully participate.

Her collaborations with Ontario’s Ministry of Seniors and Accessibility span decades and includes reviewing and updating the customer service and other standards and developing practical guides and events to promote accessibility province-wide.

She is also a proud member-at-large of the Ottawa Disability Coalition (ODC), a grassroots organization committed to promoting full participation for persons with disabilities in Ottawa.

In her role with the ODC, Lucille contributes her deep expertise in accessibility policy and inclusive design to support the Coalition’s advocacy efforts.

Lucille’s extensive experience and efforts in advancing accessibility reflects her lifelong commitment to building a more inclusive world, where accessibility is not an afterthought, but a foundation for equity and dignity.
